Organizational Brief

The Ministry of Environment, Climate, Tourism and Hospitality Industry is the parent Ministry mandated to ensure sustainable environment, climate resilience and tourism for socio-economic development. Its Mission is to develop, coordinate and monitor implementation of policies and programmes for environment, tourism, climate and meteorology that promote sustainable economic development.

The Ministry has four operational departments namely, Tourism Development and Promotion, Environment and Natural Resource Management, Climate Change Management and the Metrological Services Department. It also has under its purview 4 Parastatals and 2 State Owned Enterprises (SOEs), namely Environmental Management Agency (EMA),  Forestry Commission, Zimbabwe Parks and Wildlife Management Authority (ZIMPARKS), Zimbabwe Tourism Authority (ZTA), Allied Timbers and Mosi-Oa-Tunya Development Company, respectively.

The Ministry has a key part to play in the realization of a Prosperous and Empowered Upper Middle Income Society by 2030. As a sector, it is charged with Environmental protection, climate resilience and sustainable natural resource utilization. To ensure that this aspiration and mandate becomes a reality, the Ministry has representation in all the ten provinces, working with parastatals and SOEs under its purview to champion development in the different spheres of life.

 

Functions of the Ministry

  • Plan, formulate review and co-ordinate policy in support of sustainable development;
  • Promote conservation and sustainable use of natural resources through coordination with other Government Ministries, non-state actors and communities;
  • Issue weather and climate forecasts, and advance warnings on weather conditions likely to endanger life and property;
  • Provide specific operational meteorological services to major users such as the aviation, agriculture, energy, defense, tourism and water resources industries;
  • Promote the adoption of clean and renewable technologies as climate change mitigation measures;
  • Develop policies and programmes that promote growth of green strategies and low carbon development to attain a climate neutral Zimbabwe;
  • Coordinate the facilitation of tourism development and promotion by other key enablers as Transport, Immigration, Utilities and Financing, including the functions of the National Tourism Facilitation Committee;
  • Coordinate the promotion of Tourism Investments;
  • Implement policies to facilitate growth of regional and international tourist arrivals;
  • Supervise, coordinate and liaise with regional and overseas tourism offices, and embassies with regard to tourism development issues.
